The Secretary of State for Territorial Policy and the Civil Service, Víctor Francos, announced yesterday at the informal meeting of European Union public administration ministers that Spain supports Portugal’s proposal to set up a pilot programme for the exchange of civil servants, the ministry said in a statement.
Thus, Spanish civil servants with intermediate positions will be able to carry out their tasks in Portugal and vice versa. France and Slovenia will also participate in the pilot programme.
The Ministry explained that the aim is to share knowledge, as well as learning experiences and good practices, “promoting a Europe oriented towards a culture of public service and strengthening the spirit of European citizenship”.
At the meeting, the Secretary of State referred to the European Commission’s Human Resources Strategy. In particular, he defended as “essential” the geographical balance in recruitment policy and advocated addressing this issue always within the principles established in the treaties of non-discrimination based on nationality, merit, transparency and equal access for all nationals.
