In the early 1990s, Armenia used military force against Azerbaijan and invaded one-fifth of its internationally recognized territory. Armenia conducted ethnic cleansing as a result of which more than a million Azerbaijanis were expelled from their homes. In its resolutions 822, 853, 874, 884 UN Security Council condemned this occupation and demanded immediate, complete and unconditional withdrawal of the armed forces of Armenia from all occupied territories of Azerbaijan. Armenia still disregards the demands of these resolutions with total impunity. In order to disguise the occupation of the Azerbaijani territories Armenia refers to the false claim of “self-determination” for the Armenian community living in the Nagorno-Karabakh region of Azerbaijan. Armenia also established a puppet entity in our occupied territories.
In recent years Armenia has intensified its illegal activities in the occupied Azerbaijani territories to consolidate the results of the occupation. In blatant violation of international humanitarian law, including the Geneva Conventions of 1949, Armenia pursues the policy of illegal settlements in the occupied territories of Azerbaijan with the aim to change its demographic composition. Armenia resettles Syrians and Lebanese of Armenian origin in these occupied territories. Furthermore, Armenia deliberately erases the traces of cultural and historical presence of Azerbaijanis, exploits natural resources, and uses water resources in the occupied lands as a means of environmental terror against Azerbaijanis living near the line of contact.
Encouraged by the inadequate response of the international community in the form of “toothless” statements, throughout the years Armenia has made numerous attempts to invade even more Azerbaijani territories. The latest attempts were made during April of 2016 and July of 2020. The recent provocative statements, irresponsible behavior of Armenian leadership, the military buildup and the deployment of the most advanced attack weaponry in the occupied Azerbaijani territories and along the state border clearly testifies that serious preparations are underway for a new military attack on Azerbaijan. The Minister of Defense of Armenia threatens Azerbaijan with “new war for new territories”. Anna Hakobyan, wife of Armenia’s Prime Minister recently staged a military training for Armenian women in the occupied Azerbaijani territories. What the “peace-loving” wife of the “peace-loving” Prime Minister of Armenia is doing in the territory of another country wearing military uniform aiming a weapon at the people of that country?
Armenia has also been incessantly making groundless attempts to alter the format of current negotiations. It presents the ethnic Armenian community of the Nagorno Karabakh region of Azerbaijan as a “party” to the Armenia-Azerbaijan conflict in order to hide the fact of occupation and to avoid responsibility for crimes it committed. This is in spite of the fact that the format of the negotiations is clearly articulated in the relevant OSCE documents.
We have on numerous occasions offered a dialogue to the Armenian community of the Nagorno-Karabakh region of Azerbaijan. But unfortunately, our proposal has always been rejected. This is a clear evidence that Armenia is not interested in negotiations and peace. The aim of Armenia is to derail the negotiation process and annex our occupied territories.
Armenia must withdraw its armed forces from the occupied lands of Azerbaijan and allow the return of a million Azerbaijani IDPs and refugees to their homes. The conflict must be resolved on the basis of the territorial integrity of Azerbaijan. We, the Azerbaijani community of the Nagorno-Karabakh region of Azerbaijan, are ready to live peacefully with the Armenian community of the region within the internationally recognized borders of Azerbaijan.
