The funds from the Economic Recovery Agreement approved by the European Union will begin to arrive in Spain in the spring of 2021. This was assured yesterday by the President of the Government, Pedro Sánchez, during the XXI Conference of Presidents held in San Millán de la Cogolla, with the attendance of all the heads of the autonomous governments, with the exception of the Generalitat, Quim Torra.
Sánchez also told the regional leaders that the system for distributing these funds among the Communities, specifically those corresponding to the instrument of “ease of recovery and resilience”, will work “by projects aligned” with the axes of transformation agreed by the European Council, which are digitalization, ecological transition, gender equality and social and territorial cohesion.
He also explained that “projects that can be tractors and proposed by the Autonomous Communities, Ministerial departments and civil society will be evaluated”. “In other words, the distribution will not follow the classic criteria. This is a different, new fund,” he stressed.
The head of the Executive indicated that the contribution of these projects to each of the lines of transformation will be assessed for the distribution of the funds, and assured that for his government “territorial cohesion is an inalienable principle”. “It is very important to understand – he said – that the management of the Resilience and Resistance Fund is a whole and we must be very coordinated”,
Sanchez also announced that he himself, through a new Inter-Ministerial Commission to be created, will be responsible for managing the recovery fund. He added that a Monitoring Unit of the Recovery Fund will also be created in the Cabinet of the Presidency of the Government in La Moncloa.
The President of the Government assured that “there will be public/private collaboration through a high level group” when managing these funds, as well as multi-level collaboration in various forums, such as the Sectoral Conference with the Autonomous Communities and Cities, which will be led by the Minister of Finance.
