The Spanish Minister of Foreign Affairs and Cooperation, José Manuel García-Margallo, will be meeting, today, Tuesday at the Ministry headquarters in Madrid, at the Palacio de Viana, with the UN Special Envoy for Syria, Staffan de Mistura. Recently, De Mistura warned that the military situation in Syria was “blocked” and was favouring the appearance of more radical groups, such as the Islamic State. Because of this, he proposed a freezing of military operations “to give way to political negotiations” among opposing forces and those of the Bashar al Assad’s regime, with views to initiating a transition process, as was explained by Margallo himself on 19 January when he arrived in Brussels to take part in the Council of European Foreign Ministers.
