The Council of Ministers yesterday approved the modification of the organizational structure of the Ministry of Foreign Affairs, among other things, in order to create the Secretary of State for Global Spain, which replaces «Marca España» and to whose head appointed the former PSOE’s MP Irene Lozano. The changes in the structure have a cost of 316,279.96 euros.
According to the reference of the Council of Ministers, the aforementioned amount will cover the modifications carried out in the Department directed by Josep Borrell, «including in its evaluation the creation of the new Secretary of State of Global Spain, which incorporates a new General Directorate and a new General Subdirectorate».
The Executive also approved yesterday the appointment of Irene Lozano as Secretary of State for Global Spain, which marks the end of the «Marca España» stage created by the Government of Mariano Rajoy, and which was addressed, as High Commissioner, by businessman Carlos Espinosa de los Monteros.

In addition to the change of name, the most significant thing is that while the post of High Commissioner had no retribution or Marca España, its own budget, «La España Global» will count on him, as Espinosa himself had been asking for a long time. In addition, Lozano will have status and salary as Secretary of State.
Another one of changes in the structure affects the AECID Statute, with the purpose of foreseeing that the post of Director of Multilateral, Horizontal and Financial Cooperation may be filled by senior management personnel.
In addition, among other modifications, the General Directorate of Spaniards Abroad and of Consular and Migratory Affairs is renamed the General Directorate of Spaniards Abroad and of Consular Affairs. It also establishes that the Subdirectorate General of Eastern Europe is ascribed to the new General Directorate of North America, Eastern Europe, Asia and Pacific and a Subdirectorate General for Horizontal and Multilateral Matters in Africa is created in the General Directorate for sub-Saharan Africa. Sub-Saharan Likewise, the current General Subdirectorate of Digital Communication and Public Diplomacy to be renamed the Subdirectorate General of Communication and Institutional Image and Public Diplomacy.
