The Ministry of Foreign Affairs will allocate 184,000 euros for the promotion of human rights at the national level or in the «international scope of interest for Spain». This is the same amount that has been allocated to this item since 2012, including in the fiscal year of 2017, when it was initially reduced by 13% pending the «budget availability».
The objective of this grant, as published by the BOE, is «to contribute to the development, the improvement of knowledge and the strengthening of human rights in the different spheres, through the realization of projects of national scope, or of international scope of interest for Spain».
The beneficiaries of this grant, with a maximum amount: 184,000 euros to be distributed among all successful applicants, will be legally constituted entities, non-profit, public or private, national or foreign, who have previous experience accredited in rights activities and that they have sufficient means and capacity to carry out the activities and guarantee the objective of meeting the objectives.
In addition, those projects that affect areas such as the fight against the death penalty, the fight against racism, xenophobia and other related forms of intolerance, the rights of persons with disabilities, businesses and human economic, social and cultural rights, human rights to drinking water and sanitation, human rights defenders, non-discrimination on grounds of gender, sexual orientation and gender identity, children’s rights and the rights of victims of terrorism.

Between 2007 and 2011, the maximum amount of subsidies for activities to promote human rights had been 350,000 euros, but in 2012 the State Secretariat of Foreign Affairs reduced by half (to 47 percent, to be more exact). ) this amount and since then, has been 184,000 euros.
In 2017, it was reduced to 160,000 euros but “an additional quantity of up to 40,000 euros has been established, which is conditional on the declaration of budgetary availability”. Finally 184,000 euros were also granted, distributed almost equally among 26 organizations, thirteen of them with 8,000 euros , five with 7,000, five with 6,000 and three with 5,000 euros.
