On July 26, the Agreement on air transport between Spain and Mexico entered into force, updating the legal framework for air links between the two countries and establishing very flexible principles regarding the regime of operations between both countries.
The agreement, authorized by the Council of Ministers in December 2015, was signed on April 20, 2017 in Madrid by the then Minister of Development, Íñigo de la Serna, and the Secretary of Foreign Affairs of Mexico, Luis Videgaray, who was in Spain to attend the meeting of the Spanish-Mexican Binational Commission, in celebration of the 40th anniversary of diplomatic relations.
«With the signing of this agreement, a bilateral framework is consolidated that will facilitate the development of air traffic between both States», the Ministry of Public Works said in a statement after the signing. «The improvement of connectivity between Spain and Mexico, with almost one million passengers per year, will be a great boost in the development of tourism and trade between the regions”, it added.

The treaty includes provisions regarding tariffs, grants greater operational facilities and commercial opportunities for airlines in Spain and Mexico -which may freely select the number of flights and destinations to which they wish to fly-, offers the possibility of providing air services under codeshare agreements and grants favorable and flexible treatment to exclusive cargo services and non-scheduled air services.
Depending on the agreement, airlines that have been designated by either of the contracting parties will have the right to fly over the territory of the other country without landing there, to make stopovers for non-commercial purposes in the territory of the other country and to make stopovers at the points indicated for the purpose of embarking and disembarking passengers, mail and cargo.
