The Minister of Foreign Affairs, Josep Borrell, will receive on Monday in Santa Cruz Palace the Catalan Minister of External Action, Ernest Maragall, with whom, among other issues, will address the issue of the delegations that the Generalitat keeps abroad.
Sources consulted by The Diplomat claim that Borrell will warn Maragall that the Executive is very attentive to the activity that would take place in these delegations, which, with the exception of the one in Brussels, were closed by the previous Government in application of article 155 of the Constitution because it was understood that these offices carried out a propaganda work for the independence movement.
When the Government of Joaquim Torra was established, at least half a dozen of these «embassies» were reopened, specifically those of the United Kingdom and Ireland, Germany, France, Italy, Switzerland and the United States. Minister Borrell then sent a letter to the Foreign Action ‘conseller’, reminding him of the obligation to request a prior report -which is mandatory, although not binding- on each delegation that is to be opened.

Borrell will remind Maragall on Monday that the mission of these offices may be to promote Catalonia abroad, but not to turn it into a spotlight in favor of the independence movement.
The meeting, in which another of the issues that could be discussed is the use of Catalan language in the European institutions, is part of the agreement reached in the recent meeting between Pedro Sánchez and Quim Torra, so that meetings between ministers of Catalan and Central Governments start to take place.
